Dave Cassie is an Inspector with Police Scotland, working within their Emergency and Resilience Planning Department. As part of his portfolio of responsibilities, Dave leads on Police Scotland’s Major Incident Plan, which identifies the frameworks and coordination arrangements that Police Scotland uses to manage internal and partnership activity in response to major and operationally challenging incidents. Dave has led a full review and update of Police Scotland’s plan in the light of the Manchester Arena Inquiry report and recommendations, the COVID enquiry and learning from recent Scottish experience of severe weather and resultant major incidents. Dave is also the operational lead for the Police Scotland cadre of Emergency Procedures Advisors. This 24/7 on call resource provides advice and guidance to Police Commanders and Multi Agency partners to shape effective responses, based on Joint Emergency Services Interoperability Protocols (JESIP) and the JESIP Joint Doctrine. Dave is the Deputy Chair and active member of the Scottish Multi Agency Resilience Direct user group, which is developing the use of this Cabinet Office backed platform to enhance shared situational awareness during emergency responses, improving the Common Operating Picture for all agencies and thereby improving the quality of Joint Decision Making.
