Colin has headed up the UK Civil Aviation Authority space regulation team since it was created in July 2021. He joined the regulator in 2020 as Head of UK Space Regulation. In that time he has built a team of experienced space engineers and regulators enabling the Civil Aviation Authority to take on the legal responsibility for UK space regulation. He has overseen the regulation of the first UK launch from Spaceport Cornwall, as well as the licensing of hundreds of UK satellites including OneWeb, the second largest constellation in low earth orbit. He has also signed off on the licences for SaxaVord Spaceport, Rocket Factory Augsburg, and Skyrora who are working towards launches from Scottish soil. Prior to this Colin was Director of Legislation and Regulation in the UK Space Agency, where he led the Agency’s work with the Department for Transport on secondary legislation needed to implement the Space Industry Act 2018.
